Step One: Access developer.apple.com/downloads.

Step Two: Download the first Xcode you see (almost certainly on the first page; if not, turn off the checkboxes that don't say "Developer Tools").

There is no Step Three. There is no Step Three!

You do have to check for yourself, and you do miss out on incremental downloads, but compared to remembering and performing the correct dance to ward off damage from the App Store, it isn't harder. Such is the life of people for whom developer tools are not a hobby.
