There may be a key in the preferences plist (com.apple.dt.xcode.plist), but nothing else.  The only alternative I could think of was clicking the controls with modifier keys, and other than the standard slow-motion animation with the shift key, nothing else happened.

I can't fault Apple for the "too big" zoom level — it's point-for-point between layout and screen, and you have to have it. But I, too, would like to do rough layout on an iPad screen without having to work through a peephole onto a quarter of it.

(I was about to complain about having to go full-size to link actions, outlets, and segues, but behold, you can do that when zoomed out.)

File an enhancement request. I'll put it on my to-do list to do likewise.
