Did try. You are right. man seems to be rather clever. But apropos (and whatis) not so.

ibtool: nothing appropriate

It seems that installing the man pages from "Command Line Tools" did create a new whatis file. Maybe the installer forgot to include the stuff inside Xcode?
Bug or feature?
