Could you explain what you mean by "pervasive use” and how this leads to them being “more discoverable to the user”.
In Code 3, they were part of the “Toolbar” which had a “Customize Toolbar” facility, where you could select which columns were displayed, so you could tailor you view for the job in hand. e.g. switch it on when you were doing a lot of target-twiddling and off normally.
I disagree that target access is easier to find in XCode 5, do a google for it and see how many other people had trouble finding how to get at them. There are a number of different places where you can access targets settings too, rather than just one place.
