How to troubleshoot "Code signing operation failed" error alert?

I'm trying to code-sign a Mac OS application with a Developer ID (i.e. this is not for app store distribution) but the final "Distribute" step fails with a totally uninformative "Code signing operation failed" error alert; I'm stuck here.
I've got Xcode 5.1.1 on OS X 10.9.3.
I've installed the Developer ID Application cert and private key. In the Xcode account prefs the "Developer ID Application" shows up in the list of signing identities, with platform Mac and status Valid.
I've configured the code signing settings for the target, and can build an archive.
In the Organizer window I select the archive and press the "Distribute" button.
When choosing a developer ID to sign with, my organization name is shown with a yellow caution sign next to it, but there's no other indication of what might be possibly wrong.
Then I press "Export" and wait a minute or two. (This is a big app.)
Finally I get an error sheet that simply says:
Code signing operation failed
Check that the identity you selected is valid.
That's all. I can't find any logs that might have more info, either in the Xcode project's log viewer or in the Console application.
Any idea what might be going wrong, or how to troubleshoot?
