I tried to emphasize that I was talking about Developer *Program* Support, not Developer *Tech* Support. The latter is what has TSIs. The former deals with billing, membership, plus anything that prevents you *using* your developer program membership, such as Xcode not downloading provisioning profiles when it should. The support is free and (AFAIK) unlimited.
