You should also have a development profile for that particular app
identifier; add the new dev to that profile, then have the new dev
refresh via Xcode.

So, he sent me the UDID and I added it to the portal manually.
But he still gets that error, and the web portal won't let me edit
the team provisioning profiles because they're "managed by Xcode."
How can a dev get a device set up for development?
