Same thing has been happening for me since I am a plain old developer on this team.
One thing to be really really careful about is that when I have a working provisioning profile, and I OK the "let Xcode fix this", Xcode will fail, but in the process, it actually removes the working provisioning profile from my keychain, preventing me from building to any device.
Be aware that you'll most likely need to spend more than a little time on this.
When he gets a working public/private key and provisioning profile, save them in a folder on the disk so that when Xcode screws up, your team is not left not being able to build to their devices.
