That was a voyage of discovery. That got the iOS7 and 10.8 docsets downloaded, the 10.9 got half way, stuck, then instantly 'completed' without actually completing, ie the docset didn't appear in the organizer. Xcode refused to re-re-download it because it still had the 'receipt' saying it succeeded. Eventually I found the download in /var/folders/zw, incomplete, cleaned that up, cleaned the receipt up and restarted Xcode and finally it downloaded it properly. I think it's using them properly now, so thanks for the suggestion.
I do with the docs didn't break so often. I don't always have WiFi and it's maddening when they are there on your box but Xcode refuses to play with them.
