I think it's XCode 5, not Mavericks.

I have to right-click, wait, and right-click again to get the palette and it's been sort of annoying for the last year or so. Worse now that ctrl-drag is used for autolayout, a feature I like in general, means I can no-longer do a simple ctrl-drag from one object to another to hook up actions or outlets, hence I need the floating panel. I've found that ctrl-click works instantly.

I'm sure I have on occasion managed to ctrl-drag a connection between views like the old days, which makes me wonder if there's a key combo I'm missing, but I've never found it.
