You can't create constraints between any arbitrary pair of views.  They have to be in the same hierarchy with no intervening container that manages the layout of its contained views.

So, if you control-drag between two views which can't be related by a constraint, IB falls back to the old behavior of establishing connections.  Same if you control-drag between objects which aren't both views or windows.
