Yes they have. Go to the Mac developer center, click the “OS X Yosemite Developer Preview” button right below the banner, and then look for “Xcode 6 beta”.
If you don’t see the Yosemite button, just Mavericks, then you might only have a free account; you need the $99-a-year plan to get access to betas.
