Xcode deployment target misassignment

Xcode 5.1
I have an iOS 6 project that I'm trying now to build for an iOS 7.1.1 iPad. After changing every setting I can find to reflect iOS 7.1.1, Xcode still complains:

iOS deployment target '7.1' for architecture 'armv7' and variant 'normal' is greater than the maximum value '6.1.99' for the iOS 6.1 SDK

In "General" I have "Deployment Target" set to 7.1
In "Build Settings" I have "Base SDK" set to iOS 7.1
In "Deployment" I have Ios "Deployment" Target set to iOS 7.1

Is there a setting somewhere I'm missing?
