iPhone-only storyboard for use with iPad?

Xcode 5.1
I'm trying to convert an iOS 6 iPhone-only app to run on an iOS 7 iPad. The original app used a storyboard layout, but as it was iPhone-only, it didn't have an iPad-sized storyboard. If I switch the application type in Xcode to iPad ("Targeted Device Family"=iPad), I'm still limited to 3.5" or 4" iPhone view layouts. How do I enable iPad-sized layouts?
