Hi Carl,
There is no such command. Please grab sysdiagnose reports when you end up in this state:
sudo sysdiagnose Xcode
...and attach the output to a new bug report:
<http://developer.apple.com/bugreporter/>

If you have time, it would probably also make sense to see if this issue has been resolved for you with Xcode 6, which is currently in beta and available for download from developer.apple.com.
