Does this mean I don't have local copies of the documentation? How do I go about downloading it? Doesn't Xcode do this automatically, on demand?

Go to the Downloads tab of the Preferences panel.

However, I’ve seen bugs in the past where the doc sets were supposedly downloaded, but the doc viewer still kept loading over HTTP. I remember there was some cache file to delete to fix that, but I don’t remember what it is.
