I have it on my system too. While I don't know the answer to the question, you can examine the script in vi or any text editor. I don't read perl, but it looks innocous enought to me. The header reads:

Maybe someone on the list who knows Perl can have a look through the rest (it's a fairly short script and is commented in a few places).
Launchd runs it on mine - listens on 60762 udp, the plist is in /System/Library/LaunchDaemons
I think I’m not going to worry about it.
