Well, I can certainly do Swift iOS development in Xcode 6.0.x, are you saying OS X is in the 6.1 betas?

Actually, in at least one Apple sample app, it says the "Build and Runtime Requirements":

+ Xcode 6.0 or later
+ iOS 8.0 or later
+ OS X v10.10 or later
