Xcode stalls, no UI, for first 5 minutes of first launch

After upgrading from Xcode 6 Beta 6 to Beta 7, upon launching it, an Xcode process starts, but shows no user interface until 5 minutes later, when a Gatekeeper dialog displays:
“Xcode6-Beta7.app” is an application downloaded from the Internet. Are you sure you want to open it?
I recall the same thing happening when I upgraded from Beta 5 to Beta 6.
Lesson: Save yourself 5 minutes of head-scratching. Take a break after first launching a newly-installed Xcode.
