Alex,
iOS 8 came out today. That may have something to do with it. Old iOS 7 links are probably moved. If you go to http://developer.apple.com/library/ios/ proper, it will redirect you and you should see that it now says iOS 8.
The release version of Xcode 6.0.1 is also available in the iOS Dev Center.
