In addition to what Glenn said, the quarantine bit might be functioning
exactly as intended in this circumstance—it's possible there's a
misbehaving (or compromised!) CDN or proxy that is modifying the Xcode
image Rick is receiving.
Furthermore, the existence of the com.apple.quarantine xattr is an
implementation detail.
