Refactoring a #define definition

When I try to refactor (any) definition in Objc, such as:

#define kCalloutDevice "IOCalloutDevice"

Xcode 6.3.2 complains:

The selection is not a type that can be renamed.
Make a different selection and try again.

What am I doing wrong?
