iTunes Connect - Which listserv is right one to use to ask a question?

Hi guys.  I'm in the middle of downtown suburban Africa and an iOS guy I know nearby is running into an issue with iTunes Connect in that he's submitted an app and wants to delete it from iTunes Connect.

There's no Reject Binary button.   The app is in the "prepare for submission" state.

1. Is this the right place to ask the question? (If not, which list is?)
2. Does the developer have to actually go through submitting the app and all those screenshots to then delete it?

What's the deal here?  One would expect this to be at least slightly more intuitive.
