Absolutely removing it isn't possible — Apple and the developer would want to keep records of registered apps even if they were not (or never) in current distribution. The rationale for "never" may have to do with discouraging name squatting by releasing and reclaiming a name as the claim approached expiration: You're denied a name forever if you never use it within a reasonable time (at least that had been the policy). But that's just a guess.
Select the app in My Apps; under Pricing and Availability -> Availability choose Remove from sale.
