There’s nothing wrong with having those files. ~/.gitconfig stores your global Git settings, and ~/.gitignore is a global list of file types to ignore.

It sounds like there was something in your old settings that broke Xcode 7’s Git support. Might be worth sending the old files to Apple in a bug report.
