Because the app is running all the time in the background, and has been in
System Preferences since 2004 so users are completely used to how it works.

When it was first built in 2002, it was in Applications and nobody liked
having to take up dock space for it. Knowing our users, I am pretty
confident that it should stay in System Preferences.
