There’s no point in reinstalling Xcode since the entire application bundle (including the SDKs) is read-only. It’s extremely unlikely that anything would alter files in it, except maybe maliciously. Or perhaps if your hard drive is failing and has bad sectors, but then you’ve got worse problems.
If crazy bad stuff starts happening when you build, the usual solution is the Product > Clean Build Folder command (Command-Shift-Option-K). This nukes all the intermediate files generated by previous builds, which may have gotten into an inconsistent/broken state.
The Clean didn't change things, so I ended up replacing Xcode.app's ../iPhoneOS.platform/DeviceSupport/ and ../iPhoneOS.platform/Developer/SDKs folders from a backup copy, and now Xcode builds for iOS again.
Not certain what could have happened. This is on a half-year-old Seagate 5TB HDD so I wouldn't expect it to be failing just yet! Musta been cosmic rays...
