The docsets for Xcode 7 live in ~/Library/Developer/Shared.  They're installed there IIRC via Xcode > Preferences > Downloads.  ("Downloads" is "Components" in Xcode 8 -- I don't remember when that preference pane was renamed.)

If you haven't downloaded the docset for whichever SDK you're working with, Xcode 7's help system uses a skeleton docset within the Xcode.app bundle that links to the online counterparts of each documentation page.  I'm guessing that's why you get the switch to Safari.

Although... come to think of it, I seem to recall that skeleton docset also includes a small amount of documentation sufficient to make Quick Help work.  (When I discovered those files I assumed they were to allow Quick Help to work even if you're offline.)  So if downloading via Preferences doesn't work, there may be a deeper mystery here.
