There isn’t anyone. The admin link at the website hasn’t been monitored for 10-15 years, and there’s no active moderator on this list for a couple of years. Eventually, someone from Apple will notice your post here, so you did the right thing.
The last official (co-)moderator was Chris Hanson. IIRC he’s email@hidden, or CMHanson on the developer forums. You could try contacting him directly.
Thanks, but I’m actually the moderator for cocoa-dev rather than xcode-users. I don’t know who owns xcode-users these days, I’ll try to find out.

Thanks for the reply Chris! Glad to hear you’re still doing moderator duties and helping out the developer community. Will keep your contacts in mind in the future for mailing list issues on cocoa-dev side.
Also, FWIW, the problem with the mailing lists home page and the Google search links to the archives applied to all Apple hosted mailing lists. Since all https:// links under the lists.apple.com domain were unavailable due to some server issue. But it appears to be fixed which I am quite relieved.
