I haven't looked for Xcode recent items prefs, but I'm not sure why Xcode isn't
re-opening your projects. Mine does. What's your System Prefs->General settings
for:

-Ask to keep changes when closing documents
-Close windows when quitting an app

Mine are on and off respectively.
