You are right. I thought this worked but it doesn’t.

I agree developers should be able to download previous versions of the OS but it is evident that Apple has been actively working to prevent this. Perhaps they are trying to minimize fragmentation of the Mac platform.
It is interesting to note that it appears you can download every version of Xcode back to Xcode 2.3 from the developer downloads area. But not so with the OS.
