It does. It allows dragging from anywhere in the window, not just the
titlebar. It also allows resizing by option-right-clicking and
dragging.
Not quite. Holding down command, simply put, prevents any changes of
focus. It allows you to click buttons, bring up menus, drag stuff
around, etc, in a background window without bringing it to the
foreground. You can't do anything you couldn't normally do, so you
still can only drag normal windows via their title bar. Textured
windows can be dragged from their background as normal (although you
may notice Safari, among others, has a lot of bugs in places where this
doesn't work).
Having said that, some applications break this behaviour - e.g. Mail,
if you command-click in the message body in the main window, it brings
itself to the front explicitly, which is very bad behaviour.
