This something that has irritated the hell out of me since 10.0. I wish
it would become second nature but it hasn't after almost 4 years of
continuous use. It has got to the point where if I have to use a cocoa
text editor I just don't drag. So I'm starting to get rsi in my fingers
from the command-c / command-v dance. Try text dragging in BBedit if
you want to know how it should be.

Something is wrong. There is no Cocoa imposed drag start delay.
There is a delay when you drag text. However, I don't think it's too
long, and it prevents you from accidentally rearranging text.
There is a simple way to tell when the selected text is ready to be
dragged. Click on the selected text and hold the button down when the
I-beam cursor changes to an arrow you can drag your text. It becomes
so second nature that most user don't even realize that's how it
works.
