That may be an option. I’m guessing (and perhaps you can clarify) that this is a vertical market app, or an internal app? Something that,if it isn’t HIG compliant, it isn’t going to really hurt your product?

Multiple toolbars is certainly an interested approach. I think it’d be interesting (although probably not feasible) to see a screenshot of what you’re trying to accomplish.
