I really don't understand where there are doubts. The license
specifically says you can use the Development license to deploy
anywhere you want. What doubts are there?

Sincerely I think that it is a time subject that Apple offers the
suitable solution, I suppose that they have made a decision, but the
legal department has still not solved some doubts.
At least it is what I want to think.
