Getting X11.app v1.0 to work on Jaguar would require lots of additional
expenditure of resources that Apple might consider a waste. The app
would not only have to support Jaguar, but would also have to provide
workarounds for different versions of Jaguar. Furthermore, the app
would have to deal with different versions of XFree86 (Panther has 4.3
while Jaguar has 4.2.x). All of this work requires people, money, and
time. Personally, I'd rather see Apple commit its effort to the current
code base. And there is always Orobor for Jaguar.
