Ok, well it appears that normal users have one option: add a comment.
Everything else is just text on the page. No buttons, no forms, no
nothing. If I "log out", then I don't even get the option to add a
comment. If you can enable more things for regular users (adding a
CC, for example), that would go a long way to making the trac useful
to anyone who's not an admin of the site.
