I haven't used PackageMaker in Leopard, but in Tiger it used to be
that the UID/GID were set to be the UID/GID of the package when you
packaged it. So a sizable fraction of the packages I install end up
installing as 501 despite that user not existing on my machine. It's
really annoying, because you can't so much as package files that are
supposed to be installed as root:wheel without having root access.
But I don't know if that's the problem you're having.
That was my experience on Tiger, too. In order to have correct
ownerships of the files in the package, I had to activate the root
account and actually <shiver> log in as root on the console </shiver>
and run PackageMaker from there. Just using sudo was not enough.
"sudo su -" not good enough for you? ;-)
