I always simply do a
sudo chown -R root:wheel packagefilesdir/*
(or root:admin, depending on where the files have to be installed)
before creating a package. In 10.4+ (or at least Xcode 2.4+, not sure
about earlier versions), you can normally also specify the ownership
of the files/directories via the PackageMaker gui.
