Easiest way I know to do it is to add rsrc files to FileMerge.

Go to FileMerge preferences
Choose Filters
add "rsrc" as a extension
/Developer/Tools/DeRez as a Filter
Display Filtered
Apply No

Now you can diff rsrc files using FileMerge (and opendiff from the command line).

I've used Resorcerer. When I've used Electric Fish's CodeWarrior plugins for version control, it's used automatically for diffs.
