I don't presume to speak for the Xcode team, but the documentation says that GCC 4.2 cannot be used to build universal applications (only Intel), and that apps built with 4.2 can only use SDKs and deployment targets for 10.5 and later. So if you plan to build a universal app, or allow use on a pre-10.5 target, you'd have to use 4.0.
