bad, I didn't look in the Text Key settings for some reason. Forget the OS
snarfing shortcuts, somethings snarfing my brain.

The same ones should be active, if you're using Xcode's default key
bindings. Xcode > Preferences > Key Bindings > Text Key
Bindings, look for Pop Bookmarks PopUp (control-4) and Pop
Breakpoints PopIp (control-5).
Now the OS has this penchant for snarfing keyboard shortcuts, so also
look in System Preferences > Keyboard & Mouse > Keyboard
Shortcuts and make sure nothing there is taking over those keys.
