Can we now get a comment on this in the specific, i.e. is Xcode 3.1.x supported under Snow Leopard? (Yes, I have verified the existence of living, breathing 10.3.9 users.)

Xcode 3.1.3 is not officially qualified for development on Snow Leopard. There are known crashing bugs in specific areas (such as Data Modeling) that are not addressed. Some people may have satisfactory experiences using 3.1.3 on Snow Leopard but it is not a supported configuration.
