That's the idea, but more accurately put, it simulates a click in the
title bar. Note, this doesn't necessarily bring the window to the front
- it's brought as far forward as it's allowed to be. E.g. a floating
window might still be in front of it.
That's why the action isn't named BringToFront.
If anyone has any great ideas for succinctly describing this concept,
speak up, we could use them in the action's description.
