If I understand the use case correctly, Alex is intending for new iOS users to be able to setup the device using keyboard right from the welcome screen. When you get a new device or install a new version, there is a bunch of screens that one needs to navigate through before getting to settings and setup a Bluetooth keyboard. This is my understanding anyway. Not sure how practical this is for implementation.
