Perhaps it wasn't a decision, but a side effect of the other changes.

*somebody* has to decide how things will work; that someone is going to
be the owner of the list. Only of the majority of the subscribers want
it otherwise, or if there is a compelling reason to change it, should it
be changed.

It seems to me that that description more suits you than Chuq.

BTW, who appointed you representative of the users? I don't recall any
election.
