Photoshop 6 affliction

Has anyone noticed a problem that when scripting Photoshop 6 in OS 9.x, if
you use the activate command to launch Photoshop, the main menu bar displays
incorrectly or not at all?

It doesn't happen if Photoshop has already been launched when the script
activates it. It doesn't cause any problems with the script, either. But the
only way to manually do any Photoshop tasks afterwards is by using keyboard
shortcuts. I wind up doing a command-q to quit and then relaunch manually.

Is there a patch? I doubt, somehow, that I'm the only one experiencing this,
since I checked other machines and got the same phenomenon.
