fileSpec not working with AS 1.4

Using Applescript 1.4, Script Editor 1.4.3, Mac OS 9.0.4 and with the
following scripting additions installed
"Desktop Printer Manager","FileSharing Commands","Keyboard Addition","Keychain
Scripting","MonitorDepth","Network Setup Scripting","Remote Access
Commands","Speech Listener","Standard Additions","URL Access Scripting"
attempting to set a file specification to a new file always triggers a
new file dialog box, which, when cancelled, stops the script
set filespec to new file default name "test file"
class filespec
(I know, no error handling, but I was just trying to see how it would
work)
That's not the behaviour I expect from the description in the language
guide. So, the following questions
1) Is something broken?
2) Is it possible to have a scripting addition installed that is not in
the scripting additions folder?
3) Applescript is now at 1.5.5 (I believe). Since I'm just starting
scripting, and will be running scripts on various machines throughout the
office, do I want to upgrade now? I caught some information about the
latest being buggy and missing pieces but wasn't sure if that was 1.5.5,
or 1.5.5 with OS X, or what. Advice?
4) If none of the above questions concretely answer this, why is this not
working as expected (expectation is a filespec is returned that I can
apply later when making a file, not that a file is made now)?
