Hmmm....all gratuitous sarcasm aside, if a business offers a product or a
service for free and uses that product and/or service to promote their
business, wouldn't announcements about that product be considered
"commercial"? Particularly considering that the product is promoted as
direct competition to two commericial products?
If you think Cal is breaking the list rules then you should follow the list
rules yourself:

I can assure you if a list administrator asked Cal to refrain from posting
his announcements he would.
But he's not breaking the rules (and neither are you) because if you read a
bit further in the same paragraph of the rules you'd find that it's
commericial announcements not related to the topic of the list (spam) that
they are concerned about and Cal's infrequent announcements (and your
frequent announcements) could hardly be considered spam on this list.
And, back to the issue that brought the question up... Among the activites
which the list administrators will not tolerate:
