If you don't mind using 3rd party osax, try "MT Encode URL" in
Tanaka's osax 2.0.

MT Encode URL "hello, there /"

--> "hello, there //"

And if you prefer a plain vanilla AS solution you could use the
applescript guidebooks' essential subroutines here
